How do I make layouts?

I'm starting to make graphics and I can't figure out how to make layouts. I'm not looking for myspace layout makers or anything, more of a neopets layout maker or omsething.

How do I make layouts?
google.com and search for layout generators... is easy and works great you can add a picture for the background and change colors and all of that good stuff... some don't make you copy their website so it looks like you were the nerd and programmed it all yourself :)
